They clip them as part of normal grooming, but they grow back.  A lot of the 
scratching that cats do is to keep the growth in check, and well as just exercise and 
stretch a bit.

Even clawed cats can be fine if you give them a good scratching post and train them 
well.  I know someone with quite a few cats, and they don't have any problems with 
destructive scratching.
