A lot of people do. mostly kids games.  There are still weekly new releases
for PS1 - it's even more attractive since the games work on both PS1 and PS2
so you have a massive installed base to work towards.


Most of them are crap. but some can surprise you.


If you're looking to make money with a niche game however you really have to
target a broad audience.  A great game like "Rez" just doesn't sell that
well but can still be a success when the market is very large.  The
percentage of system owners that buy a niche game is small.  The larger the
market, the larger the sales.


This can be seen especially in peripheral sales.  Very few people buy
hardware add-ins. but with a very large installed base even that small
number is large.  This is why the Eye Toy was so successful: only 3-6% or so
of PS2 owners bought one - but that's still several million units sold.
Less than 2% of that market needs to buy a game for it to make a million
units (less than 1% for the PS1).

But according to his theory, you target the system with the most users,
which is therefore the PS1...
