Of course it does. That's because it's a console. There's a user base out there that a developer can develop for. That's the whole point of a console. The Phantom breaks this rule, since it's designed to play PC games. PC games always push the envelope of current hardware. So how is the Phantom supposed to keep up?

Well, the average person has probably not even heard of the Phantom, so I don't see how they'd know about even considering the Phantom as an alternative. The average person in North America doesn't even have broadband, so even thinking of purchasing the Phantom is moot.

It was never fixed properly. There was always some graphic corruption.
