What comes to my mind instantly -
- Since she is an hourly employee, have her explain that while she will be
more than happy to do the laundry soap as long as she is permitted to track
the time she spends doing the wash and report it for her standard hourly
wage.
- IIRC she should be able to submit receipts for the soap for reimbursing.
As for the utilities, if you can break out the actual cost related to the
task you can file that as a work related expense since it would not be
reimbursed by the company.
