There is another easy way to do this: we should be able to depend on the 
`positive` attribute, which must be present since the vertical coordinate is 
not pressure, in conjunction with inspecting the vertical coordinate variable, 
which contains a set of indicative values for the levels, monotonically 
increasing or decreasing. For example, if `positive=up` and the values are 
decreasing along the dimension, they must be arranged top-down, so the first 
`nsigma` levels are sigma levels. Is this sufficient, @davidhassell? If so, we 
don;'t need the requirement about missing data.
