If CF isn't logging at all then I think you have a more serious problem than it 'simply' isn't sending emails. Is this CF5? CFMX? Have you got all the updaters and appropriate patches on there? Were there any updates on win2003 back on the 14th or anything like that? Grasping at straws now without getting my hands dirty... Sorry this probably isn't much help.
