Kill the webserver and all CF services. Just check that diskspace is ok, 
your logfiles aren't excessively large and there are no files in the 
\mail\spool\ whatsoever.

Start CF Executive. If it goes to 99%, there is little point in checking 
your own templates/code or whatever, just reinstall CF.

Start CF Application. If it goes to 99%, there is little point in 
checking your own templates/code or whatever, just reinstall CF.

Start CF RDS and the rest. If it goes to 99%, check whether yu can't do 
without them.

If it doesn't jump to 99%, problem might be in your code/database 
connections etc. and you have to work with the log files. Probably the 
webserver logs are better as the CF logs, because I doubt the erronous 
request being logged at all since it appears to time out (but make sure 
you have set the requesttimeout to something low). If you get this far, 
it is probably a good time to make sure you have enough coffee around :)
