What a bizarre assertion. A handicap is a type of horse race we have had in England for a couple of hundred years where the best horses have to carry extra weight in order to give the others a chance. (The word is derived from an even older, and rather unrelated, gambling procedure involving keeping money in a hat). So to call someone "handicapped" is actually a sort of compliment.
