The difference is that unlike the dominance of Windows in the OS 
market, there is no lock-in with IE in the browser market. Therefore, 
consumers will not be harmed by IE not supporting a specific set of 
functionality since there would be another available browser for the 
platform.

I disagree as the lack of Java has a much more significant impact than 
plug-ins, but I suspect that we have different perspectives without 
substantial facts to back up our positions and thus it is not worth 
arguing.
