I am not a lawyer, but having just checked with my father --who has 
over 40 patents and earns a living off of them-- there is no 
requirement to ever license them. Further, the patent holder has the 
ability to let license terms and has no need to accept offers that they 
don't consider reasonable whether or not the rest of the world 
disagrees.
