My take on this is...

Macromedia wants to build a "closer" relationship with potential Flex
customers.

I've personally downloaded CFMX about a dozen times.  Am I in there
database a dozen times?  ( I doubt it, but I wouldn't be surprised if I
have multiple accounts at their site).   Multiple accounts mean more "Dead"
leads in the sales database.

You have to pay for the CD; even a small amount.  If you aren't serious
about an interest in the technology, you won't pay anything for it.  i
might download flex out of curiosity, but I wouldn't pay for a CD since I
know the whole thing is out of my price range.  That leads to a more
focused marketing list.

Things like this are common in Enterprise class applications (I've worked
on a few ERP apps; although Flex probably isn't as "mission critical" as a
full ERP suite)

Personally, I think it is great that MM is going after the enterprise
market.  While flex does not directly affect me, I hope that Enterprise
class folk will buy it, like the results, and then take another look at
ColdFusion.
