frankly i've found hardly anybody works thru a website that way. normal
folks come in, set their locale/language (or better yet their
locale/language is silently delivered to them) & navigate thru the site. a
good app remembers their locale/language (its called "locale/language
stickiness") for this & subsequent sessions. it also has a prominently
displayed manual way to swap locale/language. staying on the same page is
just "nice", hardly required.
