Your frames idea might work if they want to look at a few at a time - not sure 
if it would work well with lots of docs.

I suspect any solution is going to get costly with lots of docs, especially 
lots of large documents.

What might be a decent compromise is some kind of document index that is always 
visible, but then each document is loaded in a viewer of some kind from a 
choice on the index.

Which is the more important; the ability to read all these documents in one 
view port but at the cost of loading all of them all the time even to read one 
of them?
