I had no idea you were paying Adobe on a time and materials basis.

Do you really think that the cost of CF Builder was set based on the
number of hours it took for them to build it? Because, as a general
rule, that's not how non-custom software is priced. That might be a
consideration in determining whether to make the software in the first
place, but beyond that it's simply not that important.
