Here's my approach for where I live. I'm in Victoria BC...that's an island off the west coast of Canada (actually in line with Seattle). Now things here are always a bit behind the rest of North Amreica and we have the "free" technology plague here. Not many ISPs host CF sites and those that do don't really advertise it. So being the carzy CF advocate I am, I get out there and ram the benefits of CF down as many IT folks throats as I can. I'm getting lots of converts and additional work for my efforts.
Another thing I've started is tutoring new developers for free that are coming out of those "all-in-one" technical college classes. I catch them when they're new...if they show promise I give them the "ASP is the Devil speech" and introduce them to "CF will enhance your core being" speech. Now some may say that tutoring a few developers while doing full-time development and operating a business is crazy. Well mabye so ;-) but I end up with new devote followers of CF that I know will write code the way our company wants before we use them on a project, and will help spread the word of CF.
