I only came accross the problem the other day when trying to instantiate a object within a SOAP service itself, luckily Mina & Co beside me have already had the problem and was able to point me in the direction of how to fix.
As for BUG? not sure smells like one though. *Cough* If only there was someone on here from Macromedia.com who also uses CFMX could comment *Cough*

Umm under your CFMX wwwroot dir (ie mine is C:\CFusionMX\wwwroot\WEB-INF\jrun-web.xml) you need to add the following:
<virtual-mapping> <resource-path>/bestrates</resource-path> <system-path>C:/Applications/BatFink/projects/bestrates</system-path> </virtual-mapping>
Ie replace /bestrates/ with your cf-mapping (in cfide). This seems to work.
I forget the whole shebang as to why/reasons (have to ask [EMAIL PROTECTED] for an explanation) but it had something to do with the inbuild apache.axis in cfmx *fknose*).
Also, here's a tidbit picked up today from Spike, in that creating mappings via code vs CFMX admin:
