It's a known issue -

If you call local components within components that are declared as web services, the 
mappings set in the ColdFusion MX Administrator are ignored. To work around this 
problem, create a virtual directory for the folder with the mapping. For example, edit 
the jrun-web.xml file and create a mapping with the same data as the ColdFusion 
mapping, such as the following:

<virtual-mapping>
<resource-path>/ib_components</resource-path>
<system-path>/mnt/www/components/</system-path>
</virtual-mapping>

I only came accross the problem the other day when trying to instantiate 
a object within a SOAP service itself, luckily Mina & Co beside me have 
already had the problem and was able to point me in the direction of how 
to fix.

As for BUG? not sure smells like one though. *Cough* If only there was 
someone on here from Macromedia.com who also uses CFMX could comment 
*Cough*
