If you have DWMX then why not use HomeSite+?  It's on the CD and after the
update is pretty much same as CFStudio was--great ide, just also a little
slow (much faster than DW though).

One recommendation, not free, but I really like PrimalScript/PrimalCode from
Sapien.  http://www.sapien.com.  It has most CF Studio features and is
blazingly fast.  I've been talking to their developers a lot and they're
amazingly responsive.  I once posted a bug with a specific scenario that
cause the program to shut down without warning or error.  The response was
that they wouldn't leave the office till it was fixed and sure enough there
was an update available on their website the next day.  A recent minor
update had 8 enhancements specific to CF corresponding to things I asked
for, so if more people use it we can probably get whatever features we want
added.  

FYI, we bought it specifically for ActionScript 2 where it's unbeatable.  I
just like to use it for CF too.

Also, why don't you want people to work locally?  We recently switched from
a central dev server to everyone with their own and CVS for
communication/version control and love the new setup, especially since we
can do CVS very easily right from within PrimalScript.
