As previously mentioned, a 2% royalty license WILL allow you to give away demos or free copies of your software based on Dyalog APL. There are just no free runtimes if you ARE charging for your work. We would love it if the market was big enough to support completely free runtimes and voluntary payments for support etc but at the moment we can't make those numbers add up. We're funding a very significant investment in the technology (possibly one of the largest interpreter development efforts in the history of the language).
It is perfectly acceptable to use a "non-commercial" license to develop systems that are intended to BECOME commercial systems. You just need to get one of our licenses (2% royalty, or individual development & runtime licenses) when you start "trading" your application (or if you are using the resulting applications yourself for professional purposes). Our pricing is specifically aimed at giving a low entry cost and no risk or "investment" before you are making money from the use of the product. Possibly, we need to do more work on explaining it, people still seem to think that APL interpreters are expensive... This is the key reason why I continue to maintain an APL+Win app for the local branch of a major UK charity.
