These may focus more on training to go outside, but the information can just as well be applied to going inside on a pad or whatever. Your best bet, from everything I've read, is confinement. Mind you, this doesn't have to be in a crate. It can just be in a fenced off (or xpen) area - room for the bed, for food and water, and for the pad - only that amount of space. And since you have two - maybe one is better than the other - but how will you ever know? Maybe a separate area for each? I don't know. Maybe someone will comment on this. You don't mention ages or sexes. Age shouldn't matter except perhaps in length of time it will take them to learn. Sex might be a different thing if one or both are
male. Also, once you are home, if they're not trained - you still cannot let them have free run of the house. It only takes a second for them to go - and everytime they go in the wrong place, maybe the longer it takes to 'untrain' them. You need to keep them constantly in sight or put up until they're trained.
From what I've read.

Okay folks, so I have a problem. A disgusting problem, so maybe one of
you can offer some advice. I have 2 Chihuahua's and I let them have
free roam of my apartment while I'm at work. I'm usually gone from 9-
5, and I feel guilty locking them in the kitchen all day. The problem
is-they urinate all over the carpet. I've put towels out for them to
go on, but it's hit and miss. Any suggestions? Thanks-
