That is out and out neglect, you would not leave a child with someone who is
not able to care for them. There is no reason this animal would be put
down, the authorities would find a better home for him. The man also needs
better care. Do not hesitate to step up and do the right thing, every day
that
poor dog is suffering, I would not be able to sleep at night! Is he being fed?
Does he have fresh water? He can't drink ice! Do not wait another minute let
the authorities make the correct decision before it is too late. That will
be your "bad decision that can't be reversed."
