thanks, I talked to my husband and he's keeping an eye on the dog. In his opinion, if we find he is outside excessively again, we should call animal welfare. I'd like to try something different first. My neighbor gets a hot meal delivered to him each afternoon. Its the only time I see him open his door when someone knocks. I may try to speak to the guy delivering the food and ask if he is willing to mention the dog to Jim and see what happens. He's such a stubborn old man, I don't know if anyone will talk sense into him.
