I do not know this for a fact....but I have heard that the pain is a little worse if it is done while the dog is in heat.......May not be anything to that, but to be safe, I would probably wait till she is out of heat.....It does make sense though if you compare it to PMS....I mean who wants to do ANYTHING during that time??? lol
