I think that a well socialized chi will like anyone that respects them. I have 5 chis and 3 children from 4-11 and they all get along wonderfully. Our chis love children they love to play and they even love to play with our two cats. I think that saying that chis don't like children is like saying pitbulls are mean. I think that it depends on socialization and training and how they have been treated. Maybe your little dog was treated badly by someone before and now is acting out. I agree with the I'll get them before they get me. I think that if you can show him that you are the boss and that you will protect him and take care of him that you will be able to better control his behavior and maybe investing in a soft muzzle for a while will help when he is around others. Hope things get better.
