I know a vet told me years ago that a dog shouldn't go for more than 8 hours in a crate. Having to hold it too long can damage their kidneys, although it sounds like your terriers lived to a nice old age.
My neighbor had trouble training her little dog, and someone recommended to her keeping it on a leash with her at all times. When I have a new foster dog, they are confined to the laundry room or on a short leash until they are trustworthy. I'm not sure how you'd do that with two though.
