I live in Idaho where it is much cooler. When we were in Denver vacationing, I left her in the hotel room for several hours (like when I'm at work). We take her around town and take her into shops that don't have food. I leave her home if I have to go to a eatery. We eat at fast food and I sit outside with her on travel days. It's not as easy. Also, it helps Frida is a 4 lb chi. I carry her around. I have a sling we carry her in too. I'm not sure about a 25 lb dog. Good luck.
