You won't find the ASPCA or the Humane Society and many others or Vets that are affiliated with them advocating to wait 1 or 2 cycles before spaying, the reason is that their are too many irresponsible dog owners who will have their females escape and become pregnant, and too many owners will just keep putting the spay off. That's the main reason why shelters and rescues, etc make it a necessity to have them spayed so young....it's not the dogs fault. ...you just can't trust humans to be as responsible as they should be for their pets. If it weren't so, the shelters wouldn't be so full all the time and that's the way they look at it. I have to agree with them, it's better then having more puppies PD because no one wants them. They will still go through some changes, as the spaying does deplete the hormones, but not as severely. This is another reason why good Vets are against spaying 3-6 month old puppies. They should go through 1-2 heat cycles, wait 2 to 3 months and then get spayed. That also prevents spay-incontinence.
