I can promote spay/neuter, but I can mutually respect the right of others to do what is allowed by law. It would be ridiculous of me to expect everyone to agree with my point if I wasn't being respectful of rules. Think of it across other boundaries. What if you lives in an apt and your neighbor was a drug dealer, cooked meth, etc? They could argue it's their home, their body, their right not to agree with the rule that politicians made about drugs. However, their rule breaking infringes on the rights an freedom of the safety of others. Just another way to think about it.
