I think it has to do if the branch of Walmart or Target has a coffee shop or not. The Walmart by me has a coffee shop in the back of the store and the Pet department is in the front of the store and they still won't allow you to bring in a dog. For them it is a health code. Personally, I feel my dogs are cleaner then some of the people who run their coffee shop. It would be ridiculous of me to expect everyone to agree with my point if I wasn't being respectful of rules. Think of it across other boundaries. What if you lives in an apt and your neighbor was a drug dealer, cooked meth, etc? They could argue it's their home, their body, their right not to agree with the rule that politicians made about drugs. However, their rule breaking infringes on the rights an freedom of the safety of others. Just another way to think about it.
