Shift-control click (or shift-middle click) open a link in a new foreground tab. This is the standard shortcut on other browsers as well. The fact that this is far less well-known than control-click (which is also undiscoverable) suggests to me this is a far less common need. Note that this doesn't work correctly in gmail, where middle- and shift-middle clicks seem to always open background tabs, and control- and shift-control clicks seem to always open foreground tabs (WTF?). I do not think we should add this as a context menu option. I think the negative effect is moderate and the benefits for various user cohorts are minimal.
