Yup.... Chrome already supports both ways to open tabs (Ctrl+Click and
Ctrl+Shift+Click), but the "global choice configurable option" is
ABSOLUTELY NECESSARY!  (I know Chrome and Google try to minimize
global choices, but in general, Google takes simplification too far
and often it becomes oversimplification.)  This is one global choice
that is required.

This is exactly to support users' reflexive action: some like Ctrl
+Click to open background / Ctrl+Shift+Click to open foreground, and
some like the opposite.  Making a global choice configurable option is
definitely needed to support a user's reflexive preference.  This is
already in http://code.google.com/p/chromium/issues/detail?id=774

Then you can additionally add context menu foreground and background
tabs if you wish.
