NPAPI is a _massive_ pain to deal with especially compared to the ease of
use of building a webby extension.  Authors will probably tend towards using
NPAPI for extensions only when they really really have to, so if we can
ensure that the APIs for extensions are powerful enough for what extensions
want to be able to do the problem should mostly take care of itself.
