Is there anything in /var/log/chrony/refclock. Make sure that you have logdir /var/log/chrony log refclock .... (the dots are for other things you might want to log. Measurements would be the next one I would choose.)
restart chrony and then look in /var/log/chrony/refclock to see what, if anything, is there. William G.
