Create a second video track below the existing one and copy the clip(s)
into it. Add a 'Downsample' video effect to the lower of the two
tracks. Arm the upper track and disarm all the others, then go into the
compositor and create a mask around the bit that you want to pixellate.
Set the mask mode to 'Subtract alpha' and put the 'Value' right up to
100. Now the pixellated lower track should be showing through in the
mask. Adjust the downsample parameters to get the level of pixellation
that you want. Then use autokeyframing to animate the boundary of the
mask so that it follows the object to be pixellated.
