Sorry Dean,

I just answered my question. It seems the value slider bar is what
sets the keyframe on the timeline. I just went back a few frames and
took it down to 0 and then set corresponding keyframes at the end of
that section of the video. Thanks again!!

mask is applying to the entire length of the track though. Is there a
way to get it to only apply to a specific part of the track? I suppose
I could copy the entire upper track and put it in the lower track so
you wouldn't notice the mask except for the part that had the
downsample effect, but that seems like overkill.
