I would suggest Launchpad.net as well. I'm a developer for Mixxx and we use that site to great effect. It has a bug tracker, blueprints (feature planning & targeting,) code repository (using Bazaar,) release & milestone management, translations, Q&A and everything is integrated. (You can link bug reports to code branches, targeting specific milestones, for example.) You can use just the parts you like as well (so you don't have to abandon the existing bug tracker or git repo if you don't want to.) And it's of course free to use.
