I'm with Phyllis. I use absolutely no covering as both mom and babies seem
to like not having any. Mom can curl right down in the depression with
puppies on the *inside*. All efforts at putting something inside failed,
moms pushed them into the corner.

Again, I use nothing--sure is easy to clean every day!

I use no other heat source. I have mine inside a 24 X 36 Central Metal
Crate. I built a rectangle of 1 X 6's, then put a ledge inside the
rectangle about 2+ inches from the bottom. Then I cut a piece of plywood
that sits right on the ledge, and cut a hole in the plywood for the whelping
nest. This leaves about 3 inches of wood above the nest which does help
protect from drafts. It all fits nicely right inside the crate. I did glue
a piece of vinyl sheetgoods to the wood, but the moms managed to scratch
most of it off with their constant digging/nesting behavior. Next time I'll
probably glue a piece of formica down instead.
It works perfectly. Moms and babies are totally warm and content and never
too warm.
