I would suggest that you keep your larger dogs in their bags once you get to
boarding.  I had a friend who was making a connection with her 16 pound
cavalier.  The gate attendant decided the dog was too big and wouldn't let
her on the plane.  She ended up taking a very expensive 2-hour taxi ride
home with her cavalier.
