Sounds to me as if his head is starting "to break" - many cavaliers get
tearing as their head is developing - certainly nothing to consider surgery
for. Far better to wait until the head is fully developed then reassess the
situation then.
Sounds to me as if the vet is looking to make a buck or two VBG
Just wipe the exudate away with ordinary eye pads and leave well alone
Only proviso I would make is if there are any ingrowing eyelashes that are
irritating the eye
