While it is true that whether the male contributes an X or a Y chromosome
determines the sex of the resulting embryo, it is well-known that the
bitch's hormonal levels may determine whether it is easier for one or the
other to penetrate the egg, meaning both the dog and the bitch have a role
in determining the ultimate sex of the embryos.  Not only that, but sex
ratios vary among breeds of dogs as well, so it may be that some breeds tend
to have higher hormones at the time of conception than others.  Bottom line
is that if you are asked the question on a test, the answer is that the male
determines the sex.  But it really isn't that simple.
