I love your description of your hot box.  I have previously used
something similar to what you describe although my version of it has
just been a cardboard box which we keep inside our rather large whelping
box with a plugged in heat pad and some linens over the heat pad, the
cardboard box has all of the flaps on top of it intact so that we can
keep them open if need be.  I find the presence of this box to be useful
if we are expecting a litter of multiple puppies because we can just put
the newborns into the box after they are born and dried so that they
don't get wet from the fluids of subsequently born pups. I envision a
rather short board to tape one of the puppies to place at an incline
right into the hot box if it is a bit gurgly.

Or if we need to run one or more of the pups to the vet we can then
unplug the heating pad, close the flaps at the top of the box to keep
them warm in transit and then as soon as we get to the vet we can plug
the heating pad into an outlet and ensure that they are warm while we
are at the vet's office.  This, of course, works best if you have two
people who are willing and available to assist with the whelping in case
one person needs to stay with mom and the other person needs to run to
the vet's office.  But I think when we reach this stage of taking the
pups to the vet we are beyond the stage of needing to use the inclining
board.
