I usually find that Cavaliers are quite eager to please and quick to learn as
a rule.  You scold her when you catch her beginning to relieve herself in
inappropriate places?
I never hit or punish in any way other than to holler loudly yelling "No No"
loud enough to really startle and scare the wits out of them. Then I
immediately take them to an appropriate place and pat them and say "Hurry up"
in a sweet and encouraging way. Then praise profusely if they go. This only
works if you catch them in the act. They do not know why you are angry
otherwise.

I really have no experience training in severe weather, however.  We live in
So. Cal.
It must be a bit harder in snowy and severe weather areas.  If you haven't
tried the loud yelling, you might try it.
