The "dock" is only for Kodak DX products. It takes the place of the floppy disk adapter, for about the same price. (You can use a floppy disk adapter with the Kodak products if you want, but there is no reason to buy both) The dock makes it so you don't have to take the compact flash memory out of the camera and put it in the floppy disk every time you want to transfer a picture onto the computer, or so that you don't have to plug the camera into the computer every time you want to download.
You do not need a scanner to transfer photos from any digital camera; they all come with software and cables. The only thing you have to look at is the availability of USB ports on your computer. If you don't have a free USB port on the back of your computer, which would be required by either the dock or to download straight from the camera, then you will have to buy a floppy adapter. But if you have a free USB port on the back of your computer, you do not "need" a dock or a floppy disk adapter, you should be able to hook your camera directly to your computer.
