I see validity in that statement. However, all people who own registered
Cavaliers should be allowed to join with no other qualification as a
non-voting member.  They can show, learn, educated, and volunteer, but not
vote.  Some people don't really want to get into the politics of dog shows.
They just want to learn and help others learn and keep their breed as best as
it can be.
