I have had first hand experience with this condition in one of my own dogs.

I opted to use eye drops and not have surgery.  This was very successful in
my dogs case.

Is this puppy you sold still young and still growing?

It is my belief that as the puppy grows sometimes the skin around the eyes
can be just a little loose, which can make it easier for germs and bacteria
to enter under the eyelids and cause some infection, which in turn, creates
swelling of the tear sack, and this is the red bulge you see exposed in the
corner of the eye.  Eye drops can reduce the swelling and the eye goes back
to normal.  But you must keep the eye moist whilst the eye drops do there
job.

It is possible that once the puppy has fully developed this will not
reoccur.
