I have had both gravel and concrete runs.  Per your message, you might try
the gravel.  Make sure what you buy has been washed, ie. not crush and run.
Gravel comes in various sizes, I prefer the smaller "pea" gravel or M60.  It
seems easier to scoop without taking too much gravel out.  It also stays put
when you blow leaves, etc., out of the runs.  To control odors,  dust the
gravel with lime a couple of times a year or as needed, then spray down with
water.  Only negative I have heard regarding gravel is that some dogs have
been known to swallow/chew the gravel.

I have not had a problem with concrete staining my Cavs' fur.  We have
concrete indoor/outdoor runs but the Cavs can't work the dog doors, so they
stay inside, unless out in the pen (red Carolina clay - talk about stains!).
If you provide a mat or rest for the dogs outside, I suspect they will lay on
it instead of the bare concrete.  If you use Clorox to clean the concrete or
power wash it, then expect the concrete surface to pit and erode over the
years.  Still serviceable, but not new looking.  A broom finish on the
surface will help prevent slips and falls if its icy.
