Right........so then what good are the "clearances" if I don't tell you the truth about my program?
It is easy for you to see if I bred the dog at age one....right? Mandatory testing gives a false sense of assurance to the pet buyer and does nothing for my breeding program that I don't already do and I do much MORE. Pet buyers would line up for "cleared" offspring only to find disappointment when that was ALL that was done. And, likely there would be a few breeders who would up their prices using this as advertising. I'm just not for it.
