Laura,

If testing is mandatory it will make them less desirable
to people who want to make a quick buck by cashing in on the
popularity of the breed ........ afterall, only breeders who really care
about the breed will be willing to spend the money and wait the
required time (till the dog is old enough to have passed the tests).
