Owning a dog who is not/cannot be registered with the CKCSC, USA is not a
violation of the COE.  Not registering an eligible dog, and/or breeding a
bitch or breeding to a dog who is not eligible for registration is a
violation of the COE.

Let's not forget that there is a Section VII.  EXCEPTIONS that may be helpful
to some  people who have problems.
