Owning them is NOT a violation.  Breeding them would be.

Again, you wouldn't be in violation for owning the puppy, only if you bred
it.   You, however, couldn't register the puppy.  If the breeder had been
sanctioned, they couldn't sign the stud certificate required for registry.
